The 6-lane running-surface ring itself (the actual rubber-covered area, not the outer rectangle that includes the infield) works out to roughly 3,050–3,100 sqm. Divide the cost by the area and convert to square feet, and you land at ≈₹240–420 per sq ft all-in.

    That reconciled range sits much closer to the lower per-sq-ft figures floating around than to the higher ones. The high-end figures are likely quoting a smaller premium scope, or mislabeling a per-square-metre rate as per-square-foot.
