Specify anti-climb spacing and tamper-resistant fixings — bolts that need a specialised tool to remove, not a wrench anyone can carry in. Before signing off on a tender or BOQ, a municipal engineer or RWA liaison should confirm: the frame steel grade and fencing gauge are named, not just "GI pipe" or "chain-link"; the lighting spec states a lux number, not "adequate"; and the layout drawing shows a ramped, accessible pathway from the park entrance. Every one of those is a line in the document, not an extra cost conversation after handover.
