    Why a Public Court Is a Different Build

    A private court sees scheduled, booked play for a few hours a day; a public park court can see three to four times that footfall, at all hours, with no one checking who walks in or what they carry. That single fact should drive most of the decisions below — the wear pattern and the security exposure are what change, not just the budget.

    Badminton also has a constraint most public-court briefs miss: the shuttlecock is light and genuinely wind-sensitive. A fully open-air court suits casual rallying, but real matches — anything competitive or coached — need at least a windscreen-netted enclosure, ideally a roof. Deciding which one a project needs, before the tender goes out, is the single most consequential call here.

To stay under a ₹9 lakh tender ceiling for two courts, the BOQ specified fixed-height net posts bolted to a surface plate instead of ground-socketed posts. Within seven months both post plates had worked loose under daily net-tensioning and one post toppled mid-match.     Durable, Outdoor-Capable Flooring for Public Footfall

    Indoor club courts use PU, acrylic, vinyl or wooden sprung flooring inside a climate-controlled hall. A public park court needs a UV-stabilised acrylic system over reinforced concrete instead — a surface built to survive full sun and monsoon rain with almost no maintenance budget, not the best grip-and-cushion balance money can buy.

    RCC (reinforced cement concrete, 100-150mm, M25 grade) is the India-preferred base for public courts, because it holds up under constant, unscheduled pivoting far better than asphalt, which softens above 50°C. On top of it, specify a UV-stabilised acrylic coat with extra abrasion resistance, not the two-coat system a private club uses — an unshaded public court in North India takes full peak-summer sun daily, with no booked downtime to recover.

    Vandal-Resistant Fencing, Net Posts & Lighting

    Fencing, net posts and lighting are where public and private specs diverge the most, because every one of them faces an unsupervised site after dark. A private club court can use decorative posts and standard fixings. A park court cannot — anything easy to remove eventually gets removed.

    Specify heavy-gauge galvanized mesh, 10-12 ft, with anti-climb spacing and tamper-resistant fixings — bolts that need a specialised tool, not a wrench anyone can carry in. Net posts should be hot-dip galvanized and socket-mounted at a fixed height, not the powder-coated, adjustable posts a private hall uses — adjustable hardware is also easy hardware to walk off with. For lighting, IP65-or-higher LED fixtures with a polycarbonate shield resist stone damage far better than an exposed lens.

    GeM, Empanelment & How Government Tenders Work

    Most municipal corporations, park departments and government sports authorities procure court construction through GeM (Government e-Marketplace) or a local empanelment list — a contractor generally must be registered or empanelled before it can even bid. That is a real hurdle for a builder new to government work, and worth checking well before a tender closes.

    Evaluation typically runs in two stages: a technical bid first — project experience, completion certificates, EMD (earnest money deposit) — then the financial bid opens only for bidders who clear that bar. The lowest-cost technically qualified bidder, often called L1, usually wins. A private club, by contrast, can negotiate spec and price together at any point.

    The other difference is the BOQ (bill of quantities) attached to the tender. A well-written government BOQ locks in slab thickness, concrete grade, fencing gauge and lux levels in writing — protection against mid-project substitution that a vague BOQ simply hands away.

    Mini-story — Lucknow ward park, 2025. A ward badminton court was built in the open with no windscreen or shade structure, on the reasoning that it was a recreational court and could skip that line item. Play was unusable on windy pre-monsoon evenings and painfully hot by afternoon, and usage stayed near zero outside a short winter window. Retrofitting a partial windscreen and a shade net after the fact cost ₹1.3 lakh — cheaper than a full rebuild, but money that a ₹40,000 line item at tender stage would have avoided.

    Multi-Court Public Layout & Budget Tiers

    Most municipal projects build 2 to 4 courts sharing one boundary rather than standing alone, since a single fence, lighting circuit and pathway serve every court instead of each paying separately. A typical footprint, with run-off around the 13.4m x 6.1m playing area, is roughly 16m x 8m per court — so a 2-court cluster needs about 16m x 16m, and a 4-court cluster (two-by-two) needs about 32m x 16m plus circulation.

    Public layouts also need two things a private court often skips: spectator seating and an accessible pathway. Precast RCC or embedded steel benches, set back from the sidelines, cost little and need almost no upkeep. A paved, ramped pathway — no steps, wheelchair-width, gentle gradient — from the entrance to the court gate is a basic universal-design expectation, and far cheaper to build in from the start than to retrofit later.

    Failure Modes on Public Courts (and What They Cost to Fix)

    The costliest public-court mistakes all trace back to one root cause: specifying a private-grade material or design for a use pattern it was never built to survive. Three show up repeatedly on Indian municipal projects, and each one turns into a retrofit bill running two to three times what the correct spec would have cost upfront.

    • Private-grade materials under public wear. Standard-gauge fencing, non-UV acrylic and powder-coated (rather than galvanized) net posts are built for scheduled, supervised play. Under open-access, all-hours public use, they fail two to three times faster — the Gurgaon and Noida stories above are both this failure mode.
    • No wind plan for the site. A court built fully open-air, with no windscreen and no fallback shed option, gets marked as unusable by any coach or league trying to run real matches on it — a complaint that shows up in usage numbers, not on the completion certificate.
    • Under-specified or vaguely worded lighting. A BOQ that says "adequate lighting" instead of a lux figure invites the cheapest fixture that technically works in daylight photos but fails after dark, as in the Ghaziabad story. It is residents, not the contractor, who then report the safety complaint.

    Before signing off, a municipal engineer or RWA liaison should confirm: the fencing gauge and fixing type are named, not just "chain-link"; the lighting spec states a lux number, not "adequate"; the surface names UV stabilisation explicitly; and the drawing shows whether the court is open-air, windscreen-netted or semi-covered — not left to be decided on site.

    Get the spec right in writing before the tender goes out, and a public court can run for years on an open, unstaffed site with only routine upkeep. Get it wrong, and the retrofit bill routinely runs two to three times what the correct spec would have cost.
